Milan's first City Mayor

Millard Phillips was born in Ypsilanti, Michigan in 1928 but he grew up in Milan. After graduating from Milan High School, Millard attended the Foegler Institute of Watch Making in Cincinnati, Ohio. He returned to Milan upon completion of education to work as watchmaker and jeweler at Phillips Jewelers.

Millard served on the Milan City Council for 25 years. He was the last Village President and the first City Mayor of Milan. During his tenure as mayor, he attended at least twenty Michigan Mayor Exchange Days. He also served on the Charter Commission, sat on the Milan Public Library Board of Trustees for 30 years, and was a member of the Milan Rotary. As a Rotarian he helped serve food from the Rotary Booth in Wilson Park.

Millard has traveled to Europe, Asia and Australia. While traveling he liked to walk around by himself taking pictures and getting lost –he always managed to find his way back to the hotel.

Millard has been married to Marie for 66 years. Together they have three children, four grandchildren, and eight great grandchildren.
